Billy Wayne (Bill) Pannell, 80, of Alvin passed away December 16, 2024 at Ks Place in Danbury, Texas. Bill was born August 2, 1944  in Cross Plains, Texas to Johnnie and Jamie Pannell. He graduated from Odessa High School in 1962. Bill was very civic minded, serving on the boards of many local organizations. He was a longtime member of Alvin City Council and served as a municipal judge. Bill helped pass several bonds and was a CARE reader for Alvin ISD. He was active in the Alvin Rotary and a Mason. Bill was a member of First Presbyterian Church of Alvin.

Bill was preceded in death by his wife of 55 years, Lucy Pannell. He is survived by daughters Karyn Pannell and partner, Gary Ingram of Sugar Land; Sara Pannell and husband, Marcel Pannell of Alvin; son Steven Pannell of Galveston; grandchildren Bryce Pannell of Bloomfield, New Mexico; Grace Pannell, Alex Pannell, and David Pannell all of Alvin. Brother Johnny and wife Marilyn of Allen, Texas along with several nieces and nephews. He was also preceded in death by his parents and brother, Frank.

Visitation will be held from 2-5 p.m. Sunday, December 22 at Scott Funeral Home. Funeral Services will be held at 10:00 a.m. Monday, December 23 at the First Presbyterian Church in Alvin. Graveside Services will follow at City of Alvin Oak Park Cemetery.
